Increased demands on designers

Even in 2017, the construction sector remains one of the most hazardous and accident-prone industries in the UK.

Despite improvements and changes to the industry over the years, construction workers continue to have high risks of injury, and they’re likely to suffer from occupational ill health arising from exposure to respiratory hazards, such as silica dust and asbestos.

One of the main reasons for the high levels of accident, illness and injury is that, once construction starts, there are few opportunities to completely eliminate hazards. It’s why the design and planning stages offer the best opportunities to reduce health risks, and it’s crucial that the correct health and safety procedures are in place before work begins.

This sentiment was echoed by Ray O’Rourke, chief executive of Laing O’Rourke, who recently said: “We all have obligations to move the industry forward.  People say we want health and safety.  Why not get the designers to think about it? Why don’t they worry about the health of our workforce and stop all this manual intervention, because it’s medieval?”

These comments are in line with the HSE’s intention to get designers to deliver their responsibilities  under the Construction (Design and Management) (CDM) Regulations 2015.

The regulations state that designers have a duty to design out risks which could affect those constructing, maintaining or cleaning the structure, or using it as a workplace.

However, the HSE recognises that designers need a nudge in the right direction and consequently its construction sector priorities use a carrot and stick approach.

The regulator will be working with professional bodies to improve the competence of designers. Architects and designers who have not fully complied with their duties under the Regulations to date may find that they’re targeted with enforcement visits

The HSE says the visits will “ensure proportionate CDM understanding and compliance.”
