HSE delays review of CDM Regulations

As part of its review of health and safety legislation, the HSE plans a complete review of the CDM Regulations. Due to the scale of the proposed changes and their potential impact, this revision process has been delayed.

Initially it was thought that the changes would be implemented by October 2014, but this has slipped and latest indications are that April 2015 will be the earliest publication date. However, given that there will be a General Election in May 2015, there is some uncertainty over the programme of work.

Some of the amendments being hinted at include:

  • Changing how contractor competency checks are undertaken.
  • Replacing the Approved Code of Practice with a mixture of HSE-produced and industry guidance.
  • Altering the CDM co-ordinator role, with a split between the design and construction stages as well as a change of name.
